The Hizballah chapter of Argentina's web page is being hosted on MSN Groups. It's hard to say just how active this group is, but I certainly don't like their proximity to the US. And no American should sit still while an American company hosts a forum for an organization of thugs, even if they're just wannabes.
Plenty of material on Hizballah in Latin America at Western Hemisphere Policy Watch and Internet Haganah.
In all likelihood, they're just a fringe radical organization who've latched onto Hizballah as a possible source of funding and legitimacy.
